MMAPA Elects New Board of Directors for 2020 – 2021
Plan de Salud Menonita joins the organization

WASHINGTON, D.C. – The Board of Directors of the Medicaid and Medicare Advantage Products Association of Puerto Rico (MMAPA) elected its officers for the 2020 – 2021 period. Roberto García, CEO and President of Triple-S Management, has been named President, effective immediately, and will lead the organization’s efforts to educate the federal government about Puerto Rico’s needs and promote effective public policy for the optimal functioning of the federal health care programs on the island. García succeeds Jim O’Drobinak, President and CEO of MCS, who served as president since January of 2019. The other Board officers are as follows:
- Dr. Rick Shinto, President and CEO of MMM /PMC – Vice-Chair
- Luis Torres, President of Humana – Secretary
- Juan Domínguez, Vice President of First Medical – Treasurer
The Board also added Plan de Salud Menonita as a new member of the organization. Menonita joins the five existing members: First Medical, Humana, MCS, MMM/PMC, and Triple-S.
“MMAPA will continue working with Congress, the Federal Administration, and the Puerto Rico government to develop and implement comprehensive, long-term solutions that address the long-standing underfunding of Medicaid and Medicare Advantage in Puerto Rico and to ensure people on the island have access to the health care they deserve,” said García.
Since its founding, MMAPA has worked with federal policymakers and other stakeholders to promote the effective functioning of Medicare and Medicaid on the island. Partly as a result of these efforts, in 2019, Congress and the Trump Administration provided full Federal Medicaid Assistance Percentage (FMAP) benefits to Puerto Rico for the Medicaid Program through October 2021, averting a shortfall of about $1 billion, otherwise known as the “Medicaid cliff.”
In addition, MMAPA member companies are committed to helping the people of Puerto Rico amid the unprecedented crisis caused by COVID-19, developing policies and initiatives that respond to the needs of providers and patients. These have included the distribution of personal protection equipment (PPE), educational campaigns, food services, and content for social media to combat social isolation during lockdown. “We are committed to supporting the Puerto Rico health care community during the COVID-19 pandemic,” García said.
In total, MMAPA member companies insure nearly two million people under the Medicaid and Medicare Advantage programs in Puerto Rico. Together, these programs finance more than three-quarters of Puerto Rico’s health system.
Eight out of 10 seniors in Puerto Rico have chosen the Medicare Advantage Program for their health care, which represents the largest participation rate in the U.S. However, per capita Medicare spending in Puerto Rico as of 2016 was $5,230 compared to $9,501 in the U.S. mainland.
Medicaid’s penetration on the island is also significant. Puerto Rico is home to approximately 1.4 million Medicaid beneficiaries, representing nearly half of the island’s population. However, per capita Medicaid spending is only 26% of the mainland average.
